Local Assurance Framework (LAF)

The work of the Leicester and Leicestershire Enterprise Partnership (LLEP) is guided by our Strategic Economic Plan (SEP). This sets out what is needed to realise our ambition to ‘Create a vibrant, attractive and distinctive place with highly skilled people making Leicester and Leicestershire the destination of choice for successful businesses.’ The SEP has been developed through consultation with a wide range of stakeholders from the private, public and community and voluntary sector. Our funding programmes focus on improving the economy of our local area, and centres on transport; housing; skills; enterprise and innovation under three themes of People, Place and Business.

LLEP has processes and procedures in place to deliver our responsibilities in an open and transparent way.  These are documented in our Local Assurance Framework. Our accounts are also available on our website.

The LLEP Board draws upon the expertise of senior leaders from the public, private and not-for-profit sectors and all our Board Members’ time is given on a voluntary and unpaid basis.  Board Members are required to complete a Declaration of Interests and the completed forms are published on our website for each board member (which can be found here). Declaration of Interests is a standard agenda item at all our Board Meetings, as well as any meeting where funding decision are made. Where an interest is declared the relevant Board Member will leave the room during the decision-making process and this is recorded in the meeting minutes.

All awarded funding is subject to an open, robust appraisal process which includes independent assessment involving a wide range of delivery partners and stakeholders representative of the local area. All projects are invited to complete an Expression of Interest through our Open Call process (more info here). The decision making process is set out in our LAF all decisions are made in accordance with the declarations of interest protocol detailed above.

It is important to note that in making funding decisions, the appraisal panels consisting of members from the private, public and voluntary and community sector assess value for money not only on the basis of cost of intervention but also the wider benefits and impacts of interventions including efficiency, effectiveness, and impact in terms of social and environmental, as well as distributional effects across the LLEP area.

Leicester City Council is the Accountable Body for the work of the LLEP and ensures that all expenditure is in accordance with all applicable legal requirements, including a requirement to act prudently in spending.  As the Accountable Body they also audit our accounts and processes.
