The Leicester and Leicestershire Local Enterprise Partnership (LLEP) has today (6 December) issued a Call for Evidence to inform the development of its new Local Industrial Strategy. Businesses can respond to the Call at www.bit.ly/llepcallforevidence
In July 2018, Leicester and Leicestershire was one of only six wave two Local Enterprise Partnership areas invited by Government to prepare a Local Industrial Strategy.
Local Industrial Strategies will identify long-term priorities to improve skills, increase innovation and enhance infrastructure and business growth. They will also define how towns, cities and rural areas can maximise their contribution to UK productivity.
Local Industrial Strategies will help to inform local choices, prioritise local action and, where appropriate, help to inform decisions at a national level. They will guide local investment and devolved funding which is granted to Local Enterprise Partnerships by central government and other national schemes.
To develop its Local Industrial Strategy, the LLEP must first prepare a robust and up-to-date evidence base for Leicester and Leicestershire. To help do this, the LLEP is issuing a Call for Evidence to all businesses and economic development stakeholders.
Organisations from across the public, private and voluntary sectors are invited to submit their views and supporting evidence to help identify the key economic challenges and opportunities that should be addressed through the Local Industrial Strategy.
Within the national Industrial Strategy, five Foundations of Productivity have been identified to create a modern post-Brexit economy. These are:
- Ideas – creating the world’s most innovative economy.
- People – creating good jobs and greater earning power for all.
- Infrastructure – a major upgrade to the UK’s infrastructure.
- Business Environment – the best place to start and grow a business.
- Place – prosperous communities across the UK.
Four Grand Challenges have also been included to put the UK at the forefront of the industries of the future. These are:
- Artificial Intelligence and Data Economy – putting the UK at the forefront of the artificial intelligence and data revolution.
- Future of Mobility – becoming a world leader in the way people, goods and services move.
- Clean Growth – maximising the advantages for UK industry from the global shift to clean growth.
- Ageing Society – harnessing the power of innovation to help meet the needs of an ageing society.
The Grand Challenges are an invitation to business, academia and civil society to work together to innovate and develop new technologies and industries in areas of strategic importance to the UK.

“The strategy will guide major investment and infrastructure developments in our region for the next decade; it’s of vital importance that businesses, educators, the voluntary sector and local authorities, which all have a stake in the economic development of our region, have their say.”
In responding to the Call for Evidence, economic stakeholders should ask themselves what the main barriers are to future economic growth and productivity are within Leicester and Leicestershire.
Some of the key economic issues being explored by the Call for Evidence include:
What skills issues are impacting negatively on economic growth and productivity?
What infrastructure improvements are needed to support future economic growth and productivity?
What support is needed to help businesses to grow, innovate, become more productive and access new markets?
What can be done to ensure that all Leicester and Leicestershire residents benefit from future economic growth?
One of the greatest strengths of Leicester and Leicestershire is its collective spirit of innovation and entrepreneurship. The LLEP wishes to harness that, to ensure that its Local Industrial Strategy is as comprehensive as possible, able to meet the economic challenges of the next decade and deliver prosperity to the region.
